Competency covers all aspects of workplace performance. It involves carrying out individual tasks; managing a range of different tasks; responding to contingencies or breakdowns; and, dealing with the responsibilities of the workplace, including working with others.
Workplace competency requires the ability to apply relevant skills, knowledge and attitudes consistently over time.
Competencies provide us with a set of standards, which, if properly structured, leave no room for interpretation, thereby ensuring uniform performance across an organisation.
Competency is a very black and white issue, and therefore highly objective. A person is assessed as being either COMPETENT or NOT YET COMPETENT.
Managing Competence
The principles of Competence Management are simple and straight forward. Individuals working in organisations are required to do jobs. Each job requires the individual to possess specific competencies.
These competencies are identified and defined upon completion of a Training Needs Analysis and Skills Gap Analysis.
Competence Units are developed
A Competence Unit is usually comprised of between 6 to 9 Elements, although it can be less, and within each Element there are standardised performance criteria.
When creating units, great care must be taken to write a criterion that is clear and concise, that is unambiguous and that can be measured.
Once an organisation has developed an inventory of competencies, it has actually developed a Strategic Resource that underpins its ability to meet business goals and objectives.
Optimizing the competence that resides within an organization is an essential factor in maintaining competitive advantage. Individual knowledge and skill is the foundation of a company's success.
High Reliability Organisations, such as aircraft carriers, nuclear power plants, air traffic control, airlines, all use competency as one of the defences against human error. It will reduce risk and improve the predictability of good performance.
To quote James Reason - We cannot change the human condition but we can change the conditions under which they work.
When engaged in routine work individuals will tend to drift back to bad habits or regress to earlier learning when under stress. It is therefore essential to be able to detect and correct such deviations from desired performance standards. That is achieved by monitoring and assessment at the individual level and audit and review at the system level.
